Intent:

The Accreditation Council for Graduate Medical Education Institutional Requirement ( I.B.) requires the sponsoring institution to have an organized administrative system to oversee all residency programs. In addition, there should be a designated institutional official who has the authority and the responsibility for the oversight and administration of the graduate medical education programs.

Policy Statement:

In order to administer the graduate medical education programs of the University of Florida and in accordance with the Accreditation Council for Graduate Medical Education's Institutional Requirements, the University of Florida has established as a standing committee the Institutional Committee for Graduate Medical Education (ICGME).

Description:

The committee shall be composed of the Associate Dean for Graduate Medical Education as its chairman and shall include the program directors of the major specialty residency program, faculty members of the College of Medicine, residents and representatives of the major teaching hospitals. Since the University of Florida sponsors graduate medical education programs at geographically remote sites, each site shall have a Graduate Medical Education Committee which deals with issues pertinent to training in those particular cities. Composition of the Graduate Medical Education Committee shall be similar in each site and the Directors of Graduate Medical Education from each site will periodically meet to ensure full compliance with ACGME regulations and consistent policy for all University of Florida sponsored programs.

The Institutional Committee will meet at least quarterly and minutes must be kept.

The major tasks of the committee are the following:

  1. To ensure the highest quality educational experience in each of the programs sponsored by the University of Florida.
  2. To ensure compliance with ACGME policies and procedures at all sites of Graduate Medical Education sponsored by the University of Florida. This includes the establishment and implementation of policies that affect all residency programs regarding the quality of education and work environment for the residents in each program.
  3. The establishment and maintenance of appropriate oversight of and liaison with program directors and assurance that program directors establish and maintain proper oversight of and liaison with appropriate personnel of other institutions participating in programs sponsored by the institutions.
  4. Regular review of all ACGME letters of accreditation and the monitoring of action plans for the correction of areas of non-compliance.
  5. Regular internal reviews of all ACGME accredited programs including subspecialty programs to assess their compliance with the Institutional Requirements and the Program Requirements of the ACGME RRC
  6. Assurance that each residency program establishes and implements formal written criteria and processes for the selection, evaluation, promotion, and dismissal of residents in compliance with the Institutional and Program Requirements for the specialties and subspecialties of the ACGME RRC
  7. Assurance of an educational environment in which residents may raise and resolve issues without fear of intimidation or retaliation.
  8. The collecting of intra institutional information and making recommendations on the appropriate funding for resident positions, including benefits and support services.
  9. The monitoring of the programs in establishing an appropriate work environment and the duty hours of the residents.
  10. To provide assurance that the residents' curriculum provides a regular review of ethical, socioeconomic, medical/legal, and cost-containment issues that affect GME and medical practice.

    In addition to the above, the curriculum must also provide an appropriate introduction to communication skills and to research design, statistics, and critical review of the literature necessary for acquiring skills for lifelong learning. There must be appropriate resident participation in departmental scholarly activity, as set forth in the applicable Program Requirements.
  11. To advise the Dean of the College of Medicine, on issues relating to the allocation of resources as it applies to the size and composition of programs, the advisability of establishing new programs or discontinuing established programs.
